How do I compress an image to exactly 50 KB?

Why do exam portals reject my photo for file size?
Most Indian government portals enforce both a minimum and a maximum size (for example 20–50 KB). A photo straight from a phone camera is usually 2–8 MB, far over the limit. This tool compresses it into the exact accepted range.
Will compressing reduce photo quality?
